Team Selection Procedures

To be sent a team selection invitational letter pilot must be
A grade (including for female team selections).
And 2. For paragliding must be in top 20 (or top 10 women) of either;
a)
the National Ladder or
b)
the Team Selection Ladder.
PG Team selection ladder uses maximum of 5 rounds per comp. This requirement
was reviewed and agreed to be left as is.
PG Team Selection and PG National Champions are to be based on results
from AA and above competitions only.
NB
PG Team Selection ladder is based on last two seasons only.
PG Team Selection is based on Team Selection Ladder.
PG National Ladder is based on one season only.
PG National Champions are based on National Ladder.
Trans Tasman Challenge 2000/01
The team will be selected based on the Best Possible Team Criteria, to
develop and prepare our best pilots, who have little recent international
experience, for future international events.

5. Competitions Manual Updates
==========================
ACTION 00.25 Michael Zupanc, All manual updates unless otherwise specified.
2.1.3 Exceptions [Addition] Local rules regarding penalties for
AA and AAA sanctioned competitions (that carry the force of a regulation)
are to be approved by the competition committee prior to the start of
the event. The rule infringements need to be defined as either Technical,
Serious or Unsporting on application to the comps committee. If there
is no competition committee approval (in writing) then penalties are to
be consistent with Section 2.1.4.
Comps manual to specify precedence of local v HGFA v Section 7 rules and
where to apply.
2.2.6 Task Safety and Protest Committees
Sections from FAI Section 7 will be copied here. The protest committee's
role is to apply the rules (Local, HGFA, and FAI), not to make new rules.
New Section - Rules for GPS/Photo verification as per emails to be inserted.
Size of circles (beer can turnpoints) can be chosen by Meet Director,
recommended 100m (blurring) for FAI Sector, 400m for Beer Can only sector.
ACTION 00.26 Tim Cummings. Virtual turnpoint for GAP scoring program use
is where the beer can crosses the internal bisector. Program to
calculate this Virtual Turnpoint.
GPS goals are approved.
2.11.9 determined launch order rules - without push
Determined Launch Order launch -without push rules to be rewritten as
Paragliding Launch Priority rules.
ACTION 00.27 Ian Ladyman to provide Michael Zupanc with rewrite.
Ian Ladyman to think about implications. Comps manual to specify
2 minutes per pilot per layout spot. Launch validity requires 100%
window every day (not just first day).
2.7.1.3 Clarify PG standard class definition.
Hopefully CEN standards will be formalised before release (1-Oct-2000)
Replace wording if CEN doesn't eventuate by 1-Sep-2000.
Replace:
Standard Gliders that conform to DHV 2 or lower, or ACPUL standard or
lower (whichever is the lesser for wings with both certifications).
with:
Standard Gliders with only DHV certification must conform to DHV 2 or
safer.
Gliders with only ACPUL certification must conform to ACPUL standard or
safer.
Gliders with both DHV and ACPUL certifications must conform to both DHV

2.8.1 Remove Masters Class - DELETE

2.10.4 Options for suspending, cancelling or stopping tasks. Extra
words as per Section 7. Possibility of task stopping needs to be
specified before start of day's event on a formalised day sheet.
2.10.21 End of flight rule to include a new rule to allow the landing
position to be in the air position at the time specified - now included
in GPS rules under stopping a task. (Replace land by time to Stopping
in the air) Scheduled task stopping time needs to be specified during
the task briefing. Unscheduled task stopping can only be done for
safety issues, and is to be done immediately the safety issue arises.

Penalty points will be applied on the day the offence was committed rather
than at the end of the competition. If an appeal or protest is submitted
regarding implementation of a penalty, then the penalty for that day is
not applied to that day until any protests or appeals are resolved.
ACTION 00.29 Ian Ladyman. Formulae for calculation of PG ladder to be
included into Comps Manual.
DNF/DNS Scoring Options - Pilots that did not launch due to safety to
be scored as DNF. If the reason they did not fly was that launch
was open but they chose not to fly for "safety reasons" then
award them negative penalty points to the value of bomb out. Pilots of
low skill level who would find it dangerous to fly on strong days may
be within a group that could be told "No points for you today, don't
fly" to allow the day to continue in 'advanced' site conditions.
Thus allowing marginal days to continue for experienced pilots.
Someone who does not present themselves to the launch official to state
their flying intention will score DNS PG. Hang gliders DNS = Did
not set up.
Manual split up by HG, PG, WM & common
New Rules
--------------
Closing launch to a particular rating of pilot
----------------------------------------------
The Competition Director or the designated Launch Director may close a
launch to a particular rating of pilot if he considers it is unsafe for
that rating of pilot. If there is not sufficient Launch Open time
for all pilots of that rating to launch, then ALL Pilots of that rating
including those who launched, are scored DNS and given negative penalty
points for that round equivalent to bombout. If there is sufficient
Launch Open time, then those pilots that launched are scored as normal,
and pilots that didn't launch are scored DNF with negative penalty points
equal to bombout. For there to be Sufficient Launch Open Time for the
lower rated pilots, launch conditions must be suitable for the lower rated
pilots to launch for a time long enough for ALL pilots in the field (including
higher and even lower rated pilots) to launch.
Use Best Flight of Day
----------------------
During a pilot's starting manoeuvres, or after a pilot has crossed the
goal, he may accidentally or unknowingly fly within a sector of a turnpoint,
start gate or recross the goal line. GPS track logs will display this
extra part of the flight which may work against the pilot. It was agreed
that if a pilot provides more information than is required in the form
of track log or photos, then only the information that yields him the
best results (eg fastest time around course, or longest distance along
course) will be used for scoring and all extraneous information ignored.
A corollary of this philosophy is that a pilot may fly the course several
times and take the best flight of the day, providing he doesn't at any
time land outside the refly zone and take off again.
Circular Start Gates
---------------------
Competitions can allow start gates to be a circle around launch (GPS start
only). Points need to be provided for pilots with cameras.
We will not rule out circle around first turnpoint as a start gate if
the Competition Director wishes to use it.

6. Comp Organisers Responsibilities

GAP Parameters

ACTION 00.31 Michael Zupanc and Richard Lockhart. Gap parameters for all
sanctioned comps to be published on web and published in Skysailor
Protest committee to check web parameters match Race parameters.
If the competition does not use those parameters, it will be re-scored
to the correct parameters.

and published on web.
HGFA Numbers
------------
Comp organisers regularly don't provide HGFA numbers. To prevent
this happening in future, they will be provided with a database of Australian
Competition pilots. They will only have to enter pilots who have
not competed before. Also RACE v4 will use birth dates as a unique ID
and compulsory data entry field.

All competitions are to send a list of all entrants to the HGFA office
at end of registration and office will determine which members are financial.
If a late entrant can't prove current membership and the HGFA office is
closed then they are to sign a membership form with credit card details
until the office is open. This requirement is to be added to Competition

Competition organisers need to arrange for low airtime pilots to be briefed
each day on safety, training and developmental issues.

7. Class definitions and standards

DHV have approved unsheathed lines on some new paragliders. The agreement
of the meeting was to leave the class definitions unaltered to follow
DHV definitions. However, class names are to be changed to improve
their clarity and relevancy.

There is a need to separate debate concerning glider certification standards
from competition class definition standards and competing on certified
or non certified equipment.
The discussions relating to glider certification standards should be left
to the Safety and Operations Committee discussion list with the other
being for this committee.

8. 1999-2000 Ladders

Results from Manilla PG were re-scored for ladder purposes only, using
the correct GAP parameters as supplied to the competition organisers during
the sanction procedure. The Paragliding ladder is now preliminary.
The list will be checked for currency of membership during the competitions
that were flown. Non-financial members will be removed and ladder
positions recalculated. However individual rounds will not be re-scored.
ACTION 00.39 Ian Ladyman to send HGFA office preliminary version of the
ladder and list the champions.
The Hang Gliding ladder is now preliminary. The list will be checked

13. SURVEYS

ACTION 00.47 Stewart Dennis - All items
Stewart Dennis has prepared a survey to determine factors that affect
pilot's participation in competitions. The surveys will be sent
to clubs.
Clubs will be contacted by phone and an agenda item made if possible to
get attendees to fill out the survey. Mail outs include a stamped
return addresses envelope. To increase responses, a further Skysailor
mail out may be required and an email survey after the club send out.
Stewart has prepared a survey and a covering letter to make return of
the survey idiot proof.
It was decided that the survey be renamed from Competition Survey to Fly-In
and Competition Survey. The hours experience should include the
milestones 400 hours (opinion of where mature flying commences) and 1000
hours (opinion of where competent competition flying occurs). It
was recommended to sort out positives and negatives.

14. MICROLIGHTS
===============
HGFA are now the CIMA representatives in Australia. CIMA handle
all Trike, Powered PG and powered HG competitions.
ACTION 00.48 Mark Howard. Acquire full CIMA documentation
(FAI Section 10)
Mark discussed the differences between pilots from WM and pilots from
PG/HG. They have a different demographic due to price of aircraft, and
they fly at different times of the day - early morning and late afternoon.
Examples of Competition Events are:
a. Navigation without GPS Events
b. Come and Get It Trophy - anyone who flies in and flies out can fly
in get trophy and fly out with it. HGFA version could track its
history which will be listed on web site.
